Brown shoes certainly do not look good with blue suits in general, and they look even worse if there is no brown in the rest of the outfit. The brown shoes stick out like a sore thumb.
Navy blue suits virtually never look elegant with brown shoes, in spite of numerous claims to the contrary by people who sell, promote or market brown shoes, or who maybe need a confidence boost by making a statement.

See Will Boehlke's comment above. Combined with the right outfit in the right setting, brown shoes look great except in the evening.
